The Double Twist Loop cast on has become popular thanks to the famous pattern Ranunculus, by Midori Hirose.
It is a very elastic cast on that can be used in gloves, sleeves and socks cuffs, or, as in the Ranunculus, for the neck of a sweater.
Process:
1. Put your left hand index finger and thumb in V position, in horizontal. Put the yarn above the fingers with the short tail hanging over the thumb and the long tail over the index finger. Close your hand and hold the tails.
2. Place the needle under the thread that goes from the hand to the index finger and over the thread that goes from the index finger to the thumb.
3. Turn the needle until you have it up side down in vertical. The thread the before was under the needle is now over the needle.
4. Turn the needle in a clock-wise motion and free the loop of your index finger. You have your first stitch casted on the needle.
5. Hold the short tail with the hand in the needle. Put your left hand index finger and thumb in V position, in horizontal, and put the thread over them. The part that goes to the yarn ball hangs over the index finger and the part that goes to the needle is over the thumb.
6. Pass the needle under the thread that goes from the hand to the index finger and over the thread that goes from the index finger to the thumb.
7. Turn the needle until you have it in vertical position. The thread that was under the needle is now over the needle. Turn the needle clockwise, to the inside of the thumb loop. Free the loop in the thumb. You have casted on a new stitch.
Repeat steps 5-7 until you have casted on the stitches you need.
